No. The dev mode is an option the game already, this allows you to do anything. Ignore any links online.

If you truly need a hand the dev tool handles most everything. If you want to handle something the dev tool can't then you can turn to cheat engine. However whenever you use a 3rd party program there isn't really any guarantee that it won't destroy your save files or perform the way you want it too. Rimworld can be edited through save files additionally and there are a few save file editors in the mods section.
