[W|0.8.651] Framerate stuttering at 25% resources

I'm getting framerate stuttering on the slowest speed even though the game is only using 25% CPU and 25% RAM (also my graphics card isn't exactly old, so I don't think it could be that...)

It only started once I was roughly a year into the game

Stuff attached:

* picture of my not very large colony (like, 7 people. I've gotten up to like 14 colonists without lag before, I'm fairly sure)
* dxdiag
* task manager view

Also it occurs anywhere from every second (which creates a state where the game is frozen 66% of the time) to even minute or so

It seems to happen less when debug console is open... I think its scared of me

After some testing, it seems to be related to colonists searching for jobs / paths

I think this because lag doesn't happen when:

* i've killed all the colonists when god mode
* all colonists are sleeping
* all colonists are drafted and standing still

Also I've got save / world now

Are they pathing to your stockpiles and how full are your stockpiles? Random question i know but its possibly caused this issue in the past.

I have the same problem. It seems to only happen when I have people pathing when they are inside.

I have narrowed it down some. It only seems to happen when I am using a sun-lamp to grow crops indoors.

Seems to be related to having a massive number of unfinished constructions (358 of them).

I also have a save that has this problem. And I think this is the error that is responsible.
Note: The count of that error went from 9999 to 1000 then started going up slower, so I think that is 12,000 occurrences of the error. And in a few minutes it looped again.

Also, where would I find the save and world files to post?
Found it.

The error also persists into other games if I don't restart the game first.
