Steam Key not guaranteed?

I wish I would have seen this before in the FAQ, why isn't a Steam key guaranteed after November 4th? Anyone have a solid answer or an idea?

It's the fault of Valve's policies basically. It's more or less implied you'll get a Steam key later - just that you're not "promised" one. Wording is pretty key there.
