[W|0.8.671] Colonists will not operate electric smelter automatically

Loads of slag sitting in a stockpile right next to it and set a bill to breakdown slag forever yet no colonist would work on it unless I manually order them to prioritize the job.

As a test I suspended or canceled all bills on other crafting stations to force colonists with a crafting job priority to use the smelter, but they would see no craft jobs queued and move to the next job down their priority list.

I have had this issue as well.  I assumed it was some prioritization I had wrong.  But my colonists would make blocks all day and never smelt steel.  I had to manually prioritze for them.  I had the bill set to infinity and make until 10.

Do you mean radius set to infinity and make until 10? Because that would mean make until you have 10 steel in stock, which I think you would have at almost any given time.
Would this also explain it for Kaelent?

My job was set for 'do forever' which means infinity number of actions. Though I also recently tried just the numeric count to do the action once and it still wasn't done.
