No restrictions, all set to anything for the entire day (ignoring sleep cycles). Default restrictions, I haven't found a need to change this yet.

Unfortunately I've moved onto about 5 new colonies since then, and I didn't make this post until after sorting the issues out (just through brute forcing priorities, etc). If I can get it to happen as catastrophically again I will be certain to post a save.

However I can give details on a related (possibly the same) issue. One of my colonists had their manual priorities set to 1 cleaning, 2 hauling, 3 growing (3 a few other things), but the toggle manual priorities was turned off, however the colonist completely ignored the crops that were ready to harvest, 2/3 of my crop died before I realised she was running around cleaning.
Switching manual priorities on, changing it all to 3, and then switching it back off made her resume the regular growing duties (harvesting).
And that might explain some other work oddities I've been having. It looks like it's ignoring the toggle and continuing to use manual priorities.

I can't confirm if this is related to my original issue. I'm confident the original issue occurred while using manual priorities anyway.

Work priorities weren't recalculated after changing "use manual priorities" option. Fixed, thanks.

Now disable every other task besides building. The colonist should now build.

This is worrying, since setting building priority to 1 should cause recalculation of all priorities and everything should work fine. I've tried with all work types and couldn't reproduce it. Both manual priorities and automatic seem to work fine.
