This is a minor suggestion, but one that would make management more intuitive, IMHO.

How it Works Now
Click "Overview" and then double-click the name of one of the colonists. The Overview window disappears and the UI centers on the selected settler. However, anything you previously had selected remains selected (there is no useful purpose for this that I can determine).

How I Think it Should Work
Click "Overview" and then double-click the name of one of the colonists. The Overview window disappears and the UI centers on the selected settler AND selects him/her. This is more intuitive, IMHO, because it is what I would expect to happen when I double-click someone's name.

Also, I think the Overview window and settler statistics windows should both be viewable at the same time. Also there should be a button in the Overview window for each settler that displays their stats, OR (even better) their stats should be shown in the Overview window so I can easily see which job they're most suited for. I realize you can hover over a job and get this information, but (1) it's almost always wrong, and (2) it would be much more intuitive if I could see all the settler stats at the same time in order to quickly and intelligently prioritize their jobs.

Completely agree.  :) the job menu, character context UI, and their stat page need a lot of love and synergy.

The one thing I have to add, is to allow us to write comments about each character. Because even after everything you mentioned I have a heck of a time remembering WHY I assigned people to do specific tasks. For example, I have 8 people that can mine but I have no idea why I selected the 3 I chose. :(

I could write why, or even make a little story, or just internal notes. That why I have less to write on my notepad I keep by my mouse. :P

Being able to open a settler's statistics and the overview at the same time would be quite handy I agree.

As a note, the overview skill blocks do allow you to mouse over and see each of your settler's 'aptitude' for a skill (which is also reflected by the brightness of the square) - but this aptitude is NOT the same as the character's actual skill, nor does it seem to be listed on the character's sheet.

What is it? Is it just skill/2 or something? Is there a reason it doesn't just list the skill? Is aptitude something completely different, like learning rate for that skill?

I agree also, but I have something to add that really bugs me...

Hauling priorities!

Example:
I set Salt to mine and haul and Bit to grow, cut and haul. Bit decides to haul metal and those delectable potato raspberries and I end up with everyone unhappy because they are eating raw food.
