Hauling "Standing" Bug/Hauling Stockpile bug

My cook especially has the problem where he will haul things to the freezer, and continuously haul between two spots until death.
OR
When I set the bill to drop on floor, he'll continuously drop it as far back until he hits away, and then stand next to the meal trying to haul it again. Also, does this until death.
This also sometimes happens with other people and other items. I've tried messing with stockpile priorities but deleting and remaking them seem to do the trick.
Would rather not have to do any of that.
This only happens when he is off-screen and isn't being watched cooking after making the bill.
I've attempted to remake the stockpile and destroy his work station, but he persists on moving the meal until death do them part.

What are the exact steps to follow to cause this bug in a new game?

What mods are you running?

There was a bug with hauling things to stockpiles, so I think this bug is already fixed.
