I have a less than perfectly efficient mountain base (I usually play open colonies). I believe in this savegame I've sent a colonist on a long trip past my two perimeter walls. There's rice from drop pods and I really need food.

The colonist decides to grab 6 or 14 or whatever, only enough to fill the hopper at nutrient paste dispenser. Nothing carries over into regular stockpile.

(If the savegame is NOT when I was hauling the drop pods, the issue is trivial to replicate using hydroponic room harvest).

I was pulling my hair out trying to work around it. Reducing hopper priority to below stockpile priority works for hauling, but then they don't cook (filling hopper is formally cooking job, but if you give a pawn 1 manual priority for cooking he still won't refill hopper before stockpile). The problem is the greatest when long distances are involved, like hauling drop pods.

One workaround I found was to prioritize with two colonists. One hauls 4 to the hopper, another 75 to stockpile.

The one thing I haven't tried is building two or more hoppers at NPD, but I shouldn't have to spend more resources and use more room just to counter frustrating AI behaviour.

Also in the savegame: there are frequent food shortages. Hydroponic room is somewhat far from the dining room. If rice is harvested from one of the upper tables, and hopper is empty, hungry colonist may decide to consume rice. He takes rice from floor, goes to dining room and eats raw rice at the table. But the paste dispenser is literally a few steps more to the left, he should put it there first.

Raw food, even "good" food like corn or strawberries, may cause food poisoning unlike nutrient paste. It's also MUCH less efficient to eat raw food than nutrient paste, 6 vs 16.
