Deconstruct vs cancel frames

So it seems if you have a placed frame that has had the materials delivered to it but hasn't been constructed yet, if you then decide that you don't want it, cancelling it refunds all the materials that it has, but deconstructing it doesn't. Deconstructing it refunds the same amount of materials that it would if it had been built.

I noticed this with two turrets that I had had the materials delivered to, I didn't have the plasteel to complete them, so I cancelled them to replace them with steel ones and all the materials popped out. I then went back later, to the newly placed steel turrets that had yet again not been built yet, and decided that I didn't want the turrets there at all, nor did I want the sandbags that had been built there. So I deconstructed the lot, but only got a fraction of the materials from the turrets back. (First time, 10/10 components, second time, 7/10 components for example.)

Edit: With Combat Realism the turrets in my game use ten components as opposed to the vanilla 3(?).

Protip or bug? No idea. Just thought I'd put this here to warn/make people aware.

Definitely its a bug, as the deconstruct option should not even be shown till its been built.
