Button on colonists that plays a SoundDef when clicked

Hello I have this idea that plays a sound, everytime a colonist is selected the option will appear to make them "speak" with this sound button even if its say, just one sound clip.

Will this need CSharp and those other fancy gadgets? Please let me know, thanks

I don't even know where to begin since I can't think of any mod that has something similar to this idea

yes this could be achieved by attaching a comp to a pawn that shows a gizmo (button) that would do whatever you want, this does require c#.
