[1.0.2559] Unable to open bill tab

Hello I was wondering if anyone had any sort of experience with this issue. I've been unable to find anything online about this. But when I click add bill, the window that normally pops up where I can add bills doesn't pop up anymore. All that pops up is a bar across the bottom banner of what I'm trying to open the bill on. Any sort of help would be appreciated.

I've done the following:

verified integrity of game

Tried a variety of graphic resolutions

Tried other saves

Are you using mods?
If so, disable them, since some or most of them probably have already updated to 1.1 without giving a 1.0 version (cross-version-compatibility).

If not, did you try updating to 1.1 from 1.0 and see if that fixed the bug? I've never encountered that (playing vanilla).
