[1.3.3074] Slave suppression threshold or bug?

I'm not entirely sure if this is a bug or intended but there appears to be either an invisible threshold on slave suppression or a suppression fall rate of 0% causes wardens to stop attempts.

What happened.
I had a slave that was being suppressed daily by my warden. However, I noticed that when I forced the slave to wear slave apparel (slave collar and slave body strap). My warden has stopped attempts to suppress the slave further. The slave pawn has been stuck at 61% suppression for several days.

What you expected to happen.
I expected the slave to continue being suppressed up to 100% while retaining the 0% suppression fall rate.

Workaround
After 60% suppression I have my pawns beat a slave over the course of a few days to reach 100% suppression.

I noticed the same thing.
As the supression decays faster the higher it is, I kinda asumed the 70% were simply the "stable" supression. But if they just completely stop that does seem wrong indeed.

Consider the follow scenario for an enslaved pawn:

  • The pawn currently has a 50% suppression rate, which equals a default 20% suppression loss per day.
  • The slave has a good quality collar and slave body strap, which together reduce suppression by 30% (15% each).
  • The net suppression loss per day is therefor 0%.
The issue however, is that suppression jobs are only generated for slaves that are below 50% suppression. As a result, this pawn at 50% suppression will permanently be locked at a 100% rebellion multiplier for suppression rate. Now, if i order the slave to drop their gear and let them drop to 49% suppression, i can suppress them once again. After doing so, the slave in this example will be at 80% suppression. Equipping the previously dropped gear will again set suppression loss to 0% per day. At the same time their suppression rate for rebellion will suddenly rise to 183%, which is a vast increase in effectiveness.

So in my eyes there are two potential issues here:

  • Because no suppression job is generated, the player has to manually intervene to max suppression rate.
  • Two relatively cheap gear items can fully suppress a slave permanently without further intervention needed.
I think it would make more sense to add more stages to a slave suppression (10-20% gradients perhaps), and have gear passively increase suppression rate if the gear total would fully cancel out the suppression fall rate until some equilibrium is reached.

And to demonstrate the issue this image should help. Both pictures detail the same slave, with the leftmost before action was taken and the rightmost after suppression and re-equipping gear:

Thanks for the bug report.  I have been able to reproduce this in 1.3.3102.  I'll get a report in to the devs!
