What is the best clothes/armor combo?

So, not counting temperature tolerance modifiers and material choice, what do you think the best combination of clothes and Armor is and why?

For the legs, I vote Pants.

From a purely defensive standpoint, any sort of shirt & pants with power armor & a power armor helmet.

Early on though (And even later if traders don't work out) I've found myself going some form of shirt, pants, parka, some sort of headgear, then an armored vest beneath it all.
