Just add RimWorld as a non-steam game. I don't know if it shows all the time when launched through steam or if you have to ctrl+tab.

Also, since it would have to look to your system or a WAPI, mods wouldn't be able to do this. Tynan would have to do this himself or you would need a third-party program (I looked and Steam seems to be the only one?).
