[W | 0.0.254b] Not construable objects under damaged weapons.

Version Found: 0.0.254b

Title: Objects cannot be constructed if under a damaged gun.

Summary: If you damage a gun, then try to build something under it, for example a blasting charge then the blasting charge will not be able to be constructed even on manual command.

Steps to reproduce:
1. Have a gun on the ground
2. Damage the gun
3. Try to build something under it
4. Either wait or try to command for a citizens to build it

Expected Results: The object will be constructed as normal

Actual Results: The object is not able to be constructed until the gun is equipped, then droped else where, then go back to build the object and it will work.
 
Notes: I believe the cause of this bug is because the gun is not able to be hauled when it is damaged, which disabled the citizens ability to move the object to construct what ever you need to construct.

Do you have an empty slot in an equipment rack?  Colonists aren't smart enough to just move the gun to the side, it must be hauled to a destination (same with rubble and dumps)

I tried to reproduce this issue, but failed. As long as there is a free equipment rack, the gun is hauled every time. As long as there is no free equipment rack, the gun is never hauled. Are you sure you had free equipment racks?

Yeah all the weapon racks were full so that seemed to be the problem.
