Actually, we do it indoors due to temperature, the fallout event, raids, warg attacks, mood buffs, easier access to everything and people are conveniently in one space. There's plenty of reason to be indoors instead of outdoors, since being outdoors could mean their lives and then having nothing to do while stuck indoors.
