keep playing?

I am still new to this game so, tend to die very quickly.

While playing and loosing, I have noticed it has an option to keep watching. Does this mean after all your people are dead, there is a chance that you will get a new colonist and be able to continue your colony?

I have seen a few people walk by and sometimes they join up.

Yes.  I had one that was wiped out by raiders, kept watching, and eventually had someone join - a useless noble who soon starved.

There was a discussion for endless gameplay, even after a wipe.
