Recruting prisoners

Not sure if it is bug, or design feature  , but if you have "Try to recruit" flag on, your warden will never try to recruit unless "friendly chat" radio button is on.

Did not seached on forum, maby it is already reported

without friendly chat on it would almost be impossible to recruit people though.
