Gift anything to anyone

Basically you can send items to anyone. But they have certain preferences.
Towns want resources
Tribals want Medicine
Pirates want weapons

And as long as you haven't raided or provoked them too many times they'll always accept gifts. Self defense shouldn't reduce Rep unless you attacked first. Also I want to be able to raid other factions
