Mod Metadata Blueprint (proposal)

As I have been working on http://mods.planetrimworld.com I realized that we could really go for an enhanced MetaData blueprint. I have given some thought to this and have come up with a proposed blueprint at: https://github.com/bvierra/KerbalStuff/wiki/RimWorld-Mod-Metadata-Blueprint

Please take a look at it, comment on it / make changes where you see fit. Hopefully we can get a nice standard going
