Taylors table and bills

okay we have the hit points slider and the quality slider on the bills now. I set me up a separate storage space for good clothing, those above 70% hit points. I then set my bills to make until I have 4 pants... I only have 3 pairs of pants that are above 70%, but there are 4 other pairs that are below 70, for a total of 7, and the bill for the table is counting all the pants..

Am I misunderstanding how these quality and hit points sliders work on the table bills?

or are they not working?

I thought I would be able to set up the table to make new cloths for my people without having to micro mange the table.
