Something like Paintball Guns which don't actually damage when they hit, maybe? And Padded Clubs?

Otherwise, you have to be ridiculous to train melee. I've actually used a awful wooden shiv and a prisoner as a training dummy...

Maybe just integrate the mod Target Practice ? Itchy made it a while ago and its working just fine.
