Low expectations

Hey, long time lurker here and massive fan of the game. Had a question, in the new patch been having the low expectations effect for longer than seems right. Does anyone here know when the modifier starts to go? Had a colony with almost 50000 wealth and still had very low expectations. Was wondering if this was the intent. I also use prepare carefully as well. Thanks
