What about people who need water?
And plants that need it too?

This would open a lot of new possibilities for the game.

New buildings:
Water tank: Saves water.
Pipes: Transport water.
Pumps: Are needed to make water flow through pipes. Need electricity.
Faucet: People can drink or collect water from here.
Sprinkler: Distributes water on an area to pour plants.
Hopper: Collects rain and can save a small amount of the water or pass it into a pipe.
Fogcatcher: A net that collects water from morning fog. Useful on maps with not much rain. Can save a small amount of the water or pass it into a pipe.

Filter: Filters dirty water. Need to be cleaned, if it get blocked when too much dirt flows through it over time.

People can drink Water from lakes but lakes have different degrees of pollution, so people can get sick by drinking it.
