This may be a bug or an undocumented property of the joy item.   i ended up roofing the area which had my pin and the colonists promptly started not using it.  as soon as i put a no roof zone directly on the pin, they started back up.

odd, I had installed a horseshoe pin in my underground kitchen and the pawns were plinking away like no tomorrow

Odd indeed.  Mine was outdoors, then roofed.  don't know if that would make a difference.    I suppose it Could be chance that they didn't use it for a month or so of game time.

Question dave, I tested this, built a pin outside, built walls around it, to roof it, and they still played horseshoes... Did you leave 5 cells of space from the pin for them to be able to play?

If that's the cause, great catch!  8)

more than 5 around it.  i basically turned the cul-de-sac it was built in into an roofed area to hold perishable stuff and a stonecutting station.  I'm currently running a more specific test.  I re-roofed it and am running fast forward with no other joy things :)

that should go a long way to show if it was a run of randomness or indeed some kind of bug.  If it proves out i'll post the world/save.

edit:  as the only source of joy it gets used but if there are others it seemed to get ignored unlike when it is unroofed but it appears to have been sheer chance and a large selection of joy options.  disregard.

or they had built up a high tolerance for that particular type of joy, and wanted to do other things, when other options were available.

Oddly enough was realizing that none of the colonists i clicked on and checked (i checked 4 of the 6 that i could easily find at the time) had any games: dexterity %. which started me thinking... lol.

Just tried it, they'll use indoor horseshoe pins.
