It's added by a mod, Brunayla's Security mod (https://ludeon.com/forums/index.php?topic=7179.0) for instance has them.

That comic was great! The jacket, the jockstrap, the snowman - so good!
I'm an Electrical and Electronic Engineering student in university in New Zealand.

I like games, but unfortunately they don't help me get a degree.. so I'm going to be inactive for awhile.

Snowmen have to be directly powered, like batteries, for them to work. Otherwise they just sit there and do nothing. It's one of those undocumented features in RimWorld.
