More protective armour

So, so far in my numerous hours of Rimworld (most of it orchestrating monumental warzones and re-enacting the battles of Nu-Earth) I've found that armour isn't really all that effective.

Helmets are hugely useful, preventing a huge number of potentially fatal hits, but armor vests and power armour really don't seem to do that much.

It might be down to it all be low quality or low on hit-points, but it'd be nice if it was a bit more valuable as a means of defense.
