Colonist skills

What part of save file do i need to change, to make a colonist skill available? (The one that is greyed out)

If you replace the <Story> section with the one below, the colonist will become a "Colony Settler" with all skills available.
I've tested these up to the number 18, and the colonist has been given some profession (Marine, Pirate, Illegal Shipwright, etc), some of which disable some skills, and others that don't disable any.

Your save file.

In Windows XP save files are located here:
"%userprofile%/Local Settings/Application Data/Ludeon Studios/RimWorld"
Copy and paste that into the Run dialog box. (Windows Key + R)
