i like that there is a cover aspect but you should make it so that they have better cover while not shooting then when they are like they are popping out to fire.

Well sandbags aren't exactly solid, they're full of sand so it makes sense that a high powered rifle would still have some force when travelling through it.

However to somewhat suit your needs try building your defenses by alternating between wall and sandbag, the colonists can hide behind the walls and still shoot the enemies, it's rather effective.
