[X|0.12.914] Operations always use medicine even if pawn is set to herbal-only

If I set a pawn to use herbal medicine only, all operations will still use high quality medicine.

If my colonists want to brutally harvest organs from their prisoners, I don't think they would waste the good drugs on them.

Seen this bug as well.
Note that doctors seem to use the best (or best up to regular?) available medicine, and thus will use herbal if it's the only medicine that's around and not forbidden.

Does the medicine used for operations actually matter ? I see my doctors pick up operating medicine seemingly at random. One time they choose glitterworld, another time (after drafting and undrafting, or cleaning floor) they take herbal.

Surgery REQUIRES medicine, the setting you are referring to is for day to day injury treatment, not a recipe based surgery where medicine is defined as an ingredient. Hope that helps.

Yes, it affects fail chance.

Currently doctors will take nearest medicine for operations I think. But it's a bug.

So another problem is that currently medicine quality doesn't affect medical operations outcome.
