Drafting not working

I am unable to draft some of my colonists. I have ten people (all equipped with a weapon) and I can only draft three of them. Why is this and how can I fix this?

All vanilla I'm assuming?
It might be caused by people binging or having mental breaks and I think at times their mood being too low? (Not sure on this one, been playing too many other games the last two weeks.  )

Yes, all vanilla. And it can't be that since they all have at least a mood of 70.

is the option not there or do they just not react to drafting?

They don't respond. I've completely deleted every file and reinstalled rimworld and it did not fix it.

Does that include the world/game saves located in %AppData%?

Yes, I went into the LocalLow/Ludeon Studios file and deleted rimworld. I found another save online and tried using it and it still didn't work.

Please upload a colony & world file to see if it's bugged there.

What Windows version are you running?
