After purchasing this game, I'm totally on board with supporting game development and would like to include my own content.  Is there an option to purchase the creative reward upgrade after the game has been purchased?

If so, would it be possible to run characters and backstories by the boss prior to purchase to get them approved beforehand?
Two tiers of construction jobs.  One for expensive/quality items, and one for walls/floors/etc.

Yes.  You can purchase directly from Ludeon (https://rimworldgame.com, preferred method) or from Steam (http://store.steampowered.com/app/294100).

Good question.  That hasn't been asked before to my knowledge.  I'm looking into it, but guessing it's unlikely.  The submitted characters are reviewed all together in one batch before each Alpha release.  This reduces the workload on Tynan so he can focus on creating RimWorld, but still get the new characters into the game.  There "shouldn't" be any question of approval as long as you follow the Creative Rewards Guidelines.  Even if there was some kind of issue and your character missed being included, they'll be first in line for the next alpha.  :)

Afaik, creative content without the game is only possible via steam. I'm boycotting steam, so I could only get it for $45. I might as well do it anyway, because, let's be honest, RimWorld is worth it. My guess is this has technical reasons, but it would be nice if there'll be a way in the future. Or not, and get $30 more revenue x)

Pack upgrades used to be available, but they were stopped due to the burden they created. Here is a quote from the support page, and a quote from Tynan's AMA regarding this

Q - "I want to upgrade my tier of RimWorld."
A – "Sorry, we don't offer this any more, since the admin burden was too high."

And here is a reply from Tynan on this issue during his Reddit AMA on 19th July 2016:-
"We used to do this, but unfortunately it's a huge headache for accounting and just general management. So I'm afraid we don't offer upgrades any more."

Only Tynan can say whether or not it might be possible in the future for users to upgrade their existing pack outside of Steam. My guess is that if this option does open up again (and IMO that's pretty a big IF), it will only be after the game has been released and development stopped (or at the "bug fixes only" stage). As in theory, the number of recurring burdens will or should have been reduced by that stage (and so allowing space for some extra burdens to be added).
