Add a pseudo-random outpost generator. It can spawn small/big, inhabited/damaged outpost during map generation.
Inhabitants are autonomous and will defend against hostiles.

Ive been asked to make a new one for A14 Milon (but ive seen youve done it), feel free to go ahead and unsticky this, I was planning on a major moderation session this afternoon for the out of date mods in releases as well. Just so you know.

Awesome!  Feel free to edit the A14 version in any way you see fit.  I just noticed that it needed doing and charged ahead.  Which isn't always the best plan.
