So is 16 colonists a little amount? :\

You start with 3, 16 is a lot from my perspective but I get picky with who I let in after I have things running well at about 5-7 colonists.

I think there is a cap at around 20. I could be mistaken, though.

Depends on which Storyteller you use.  And of course you can edit it.
If you give an annoying colonist a parka before banishing him to the ice sheet you'll only get a -3 penalty instead of -5.

And don't forget that the pirates chasing a refugee are often better recruits than the refugee is.
