Melting charge rifles yields zero plasteel

I can't really claim this is a bug per se, but it looks like a significant oversight that ought to be corrected.  It takes 120 steel and 30 plasteel to make a charge rifle.  If you get 20 steel for smelting it, you ought to get 5 plasteel too. 

And if the argument is that smelting it burns off the carbon, well, then the machining table should be able to disassemble it as easily as any mechanoid.
If you give an annoying colonist a parka before banishing him to the ice sheet you'll only get a -3 penalty instead of -5.

And don't forget that the pirates chasing a refugee are often better recruits than the refugee is.
