putting out a burning colonist - helping pawn freezes up.

I am running a few mods, but not that many.  EDB colonist bar, trade12, vein miner, and expanded bionics.  This was fairly early on in the run, and the only bionic part involved was the burning colonist did have a bionic jaw. Anyway, the setup -- 

Colonist (Min) was cooking when I got a zzzzt!, and the kitchen blew up. Min caught fire and started to run around (so far just as expected). my colonists were prioritizing the kitchen fire over putting out the fire burning up Min, so i forced one to prioritize her. That colonist ran up and started to put out the fire, but Min kept moving.  The colonist assigned to Min just stood there as Min ran away still on fire.  He wouldn't do ANYTHING.  I tried to assign someone else to Min, but the first one still had priority (even though he was frozen in place doing nothing). I drafted/undrafted the frozen colonist to free up his queue, but by now he was a long way from Min so I picked someone else to put out Min. That colonist ran up, tried to put out the fire on Min for a second and again froze up as Min kept on running past him.  Just stood there as our colony (and colonists) burned around him.  Again had to draft/undraft to get him to move again. By now Min was not near anyone so i tried to draft her, but she passed out (which finally allowed my peeps to put out the fire and rescue her). 
One thing I noticed was that Min's status while on fire was "wandering", not sure if this is standard for a burning pawn or not.  The frozen pawns thought they were still beating out the flames on Min despite being no where near her for more than a couple ticks. 

I don't have the dev tools to set up this scenario easily, so hopefully someone else can help with trying to recreate? 

I'm not even sure which part was the bug, Min not stopping while someone tries to put out her fire, or the helping pawn freezing up after his burning target wanders away. 

I expected either Min to stop after someone tries to help extinguish her flames, OR the helping pawn to chase her down after she runs away still aflame, OR at the LEAST, the helping pawn to realize his target is no longer next to him, and free up his priority queue.

Unfortunately I frequently see this quirky glitch and its damned annoying.  I try to deal with it by drafting the would-be-rescuer and try to manually order them to move next to the burning colonist.  When drafted, a colonist that is firefighting-enabled (will not work for colonists incapable of "scary") will automatically try to stamp out fires in adjacent cells ... unfortunately they don't necessarily prioritize putting out fires burning on fellow colonists so try to put the firefighter on a cell where the burning colonist is the only adjacent cell.  This is tricky and frustrating since the burning colonist will move around a lot. :/
