Download WinRar if you cant open the File
Step 2
Install WinRar
Step 3
Open InsertNamehere.rar
Step 4
Copy the Files into your /rimworld/mods/
Step 5
Open Rimworld
Step 6
Press on Mods and enable them
Step 7
Restart Rimworld
Step 8 Have Fun in DarkNet

Make sure when downloading it that you are saving it to your computer, and not opening it.
To open a .rar, get a program that works with that filetype.
  For windows I recommend 7zip. http://www.7-zip.org/
For other OS do an internet search and see what is available.
From there open the .rar file and extract it to the mods folder of your RimWorld folder.

personally I swear by winRar (I may even but it one of these days), tried 7zip for a while, but there's some quirks with drag and drop functionality that really irk me.

Supposedly 7zip is faster, but I'm guessing for most of us that's hardly going to matter - as you'd need a pretty fast (file)system and some really large archives to really notice.

Most people who use 7zip for some reason use v9 which is 6 years old, v16 is waaaaay better.
Skullywag modded to death.
I'd never met an iterator I liked....until Zhentar saved me.
Why Unity5, WHY do you forsake me?

I use ninite.com whenever I build a computer, so I get whatever version is current then. I even occasionally re-run the installer to update the programs, but most of the time, I forget to do that. Either way, the purchase nag of WinRAR bugs me; It's a good program, but there are free programs that do the same or better.

I also use and recommend 7-Zip.  There's just something about quality FOSS that can't be beat (opinion).

This.  There's no more issues with drag and drop.  Works great even in Win10.

Anyway, back to OP's question: a .rar file (like a .zip, .7z, .tar, etc) is one or more files compressed together into a smaller package.  You can't use the files in the compressed package until you "extract" them.  Windows now supports opening .zip files on its own, but for anything else you need a program designed to work with those compressed pacakges (like the already mentioned 7-Zip, WinRAR, etc).
