How can make vehicles, or changing Walkspeed using items

tl;dr I want to make a vehicle mod. Anybody have any idea if it's possible to modify a user's walkspeed?

Walk speed is terrain based, I was theorising a way to make a 'moving terrain' with a vehicle image..was also trying to imagine a way to tie a chair and storage zone to it.
I understand all the elements, however I don't have the necessary knowledge to make it happen
