Slowly losing Exp while doing the work. [mantis]

Had a cook, all he was doing was cooking and slowing was losing experience.  He was cooking lv 7 items and was himself lv 10.  He was unable to cook lv 13 items.

Skills at high levels are expected to rot.  After all, how's that elite pastry chef supposed to keep his croissant-baking skills when all he has to work with are raw potatoes and berries? 

I suspect, however, that cooking meals does not currently award experience the way it's supposed to.  I have a level-6 cook who only receives cooking experience when he butchers something.

There's a bug where cooking meals doesn't raise cooking skills.

All skills degrade over time above level 10.

I'm guessing this applies to Crafting as well? Doing stonecutting does nothing to my colonist who supposedly has a "burning" passion for it (2 flame icons).

Noooo! Ahem... What are the specifics of this mechanism? As in what's the rate of skill loss? And do skills degrade faster the higher the skill level is?
And more importantly, is it possibly to mod it all off?
