colonist having relax marked as "idle"

So this bugs me: i see "1 colonist is idle" then i click on the message and he is relaxing socially or playing horseshoes.
This won't show for all the times someone is having some joy, just randomly.
Could not investigate more at the moment but wanted ask other players if they see this as well and can explain.

Yes I had this in 14. Was not existed in 13... Do not know is it indication that they will have nothing to do after they finish joy activity or simple newly introduced bug.
