i removed other contributor, it still cannot change to 'public'.

You dont have fully activated account, to fully activate account on steam you need to make a purchase from that account with ammount higher than 5-10$. You would need to check support for specifics.

I seem to understand. My account is limited user account until i make a purchase
i most buy a game or add funds to my steam wallet with ammount higher than 5$.
