BestAttackTarget with Foo who has no attack verb.

When a pawn loses both arms, or perhaps has them replaced with prosthetics, he can no longer perform melee attacks. If he's drafted or set to react to hostiles by attacking them, the game starts to constantly throw exceptions about BestAttackTarget and no attack verb.

I had that same problem with one pawn who has no arms (shot off) and therefore the manipulation = none.
In my case however it happed when this pawn entered a berserk rage.
The game keeps throwing errors then. I fixed it temporarily by debug giving this pawn a sad wanderer mental break instead.

Indeed, as I found out a few weeks ago, pawns with no fingers being incapable of melee (and therefore throwing a "BestAttackTarget" error,) is not a bug.

The error being thrown constantly is annoying though, I agree.

In addition, a pawn with two simple prosthetic arms (and therefore no "fingers") can hold, aim, and fire a gun, but cannot swing their prosthetic around and smack people with it.
