[A14.1249] Released downed prisoner non-interactable

If you release a prisoner and it gets downed for whatever reason (in my case, usually because of them going berserk and me slapping them unconscious again) you cannot interact with them in any way except for stripping them and shoving them into a cryptosleep pod for some reason. Repro by spawning a prisoner, releasing and them downing the pawn.

Thank you for the bug report. This is a known bug that should be resolved (according to the mantis page) for A15. Here is the previous bug thread and the mantis link.
