A bit of an annoying bug, up until they leave the map they are your burden, and blood is on your hands. i had a spacer tripping off luciferium withdrawal, kicked him out, and he immediately picked a fight with the wildlife and got hurt. i let him bleed, get infected, ect, but once he died I got a -7  mood debuff for barbaric treatment. Shouldn't he no longer be a prisoner if released? People were also trying to treat / rescue him, despite being out in the woods, and forbidding it didn't help.
Why to people worry about following their heart? Its lodged in your chest, you won't accidentally leave it behind.

Its bad because reasons, and if you don't know the reasons, you are horrible. You cannot ask what the reasons are or else you doubt it. But the reasons are irrefutable. Logic.

I guess if they weren't considered prisoners, this would be a too easy way to execute people: just release them and kill them, or release them in a way that they are guaranteed to die (no clothes in -40 for example, or bleeding heavily).

Should you have to escort them to the map? Not sure. Maybe they are your burden unless you can safely take them outside.

Yes, they are considered still prisoners when released, until map exit. I don't think it is a bug, however; colonists would feel partly responsible for them up until they leave the colony's area of influence. You certainly can "escort" them with an armed person to the map exit though.

Here is my post reporting a similar issue on the prior A14 build.

Here is one that needs a reproduced save game - and is somewhat related.

I just think they should track what killed them. This is only monitored for colonists mood sake, so murdering people would have the same hit.

Its iffy, yes, but at the same time I really shouldn't get a penalty if a colonist goes berserk while leaving, and bleeds out from fighting a turkey. Sure, sending people out in 90 degrees would kill, but this is debatable as to fault...or at least have a monitor to see if you were neglectful in obvious ways (send them into a blizzard nude)

It's not a bug. You're responsible for prisoners until they're gone; anything else is exploitable.
