Beer is the "safe" drug. Very little chance of addiction and easy mood bonus with very few skill penalties. The trade-off is that producing beer is more risky and slower than other drugs. Seems balanced to me.

Beer is severily shit due to tolerance, i mean you need 3 beers to just get the tipsy buff(+12) but after 3 days of taking beer you get a tolerance in which case you need to drink more to get the buff(if you have massive it takes 8 just to gain the Warm buff).

The problem you run into is that the wort spoils instantly if the temperature spikes even for a fraction of a second.  This can happen if, for example, you're having a heat wave/cold snap and even though your AC in the room is far more than adequate, a door is opened and closed to a much hotter/colder room. 

It really needs to spoil quickly if out of temperature range, but not instantly.  The temperature mechanics in the game can cause weird instantaneous temps, and that's not an issue in normal play as everyone else can bear moderately high/low temps for a couple seconds without a problem.
