Concrete should not be made of steel and shouldn't be limited to floor tiles.

Concrete should be made from aggregate collected from rubble, granulating boulders, or lots of dirt, and crushed and burned limestone. 

Which means if there is no limestone, there is no concrete.  The point of concrete is to use as little limestone as possible in the mix so it should go a long way. 

Steel could be used to make reinforced concrete.  Plasteel to make an even stronger construct.

Overall, it should be cheaper and less work to make things of concrete. 

It should have a low aesthetic value, but if enough of the colony is made of concrete it should create a beauty bonus to other materials.

I like the idea, in past I used Industrialisation for concrete, it's stronger, but your idea looks better.

I think that the parts a quote would be not hard to implement in a mod in only xml.

Come to think about it, grinding up bones would produce a certain amount of calcium.

This would give a use for that useless cremator.

There are mods out there that do just that for the creation of concrete.

As far as vanilla goes, if it helps ease your mind, think of the steel requirement as the rebar that is going to be laid into the concrete, and the concrete materials themselves are free.

I mean, you COULD pave with reinforced concrete, but why would you?

It also strikes me as somewhat odd that sandbags require steel.

The problem is that there arent other resources to make concrete. There is marble, sandstone, limestone, but they are already used and you cant find them all in all maps. But making concrete cost steel is really expensive.

Concrete takes 1 steel, the lowest divisible quantity in the game. I know it doesn't make sense, steel is fundamentally different that concrete, but there are lots of things in this game that don't make perfect sense in terms of real world applicability. You will have a hard time enjoying the game if you are constantly trying to look at it through that lens.
I laughed the first time my pawn build an entire door from pure granite, but things like this are all over this game, and really, all videogames.

True enough, but I feel that there is something fundamentally different about concrete in that it's not a brick but something you mold to a particular use.

I wouldn't mind if you could only make concrete if you had limestone.
