Why is it that I can have a paste dispenser with food available in the attached hopper, yet my colonists will eat raw food, which in turn puts them in a foul mood?  Its not like a better option wasn't available.....

No.  My paste dispenser is in its own building.

Haha I noticed the same thing today, I even had meals ready in my canteen but you know, raw food sounded better for them I guess.. :x

But yeah, the AI is a bit derpy in Alpha 2, a lot of this is fixed in Alpha 3.

Yeah and I don't recommend it. Raw potatoes are good for the first half of the potato and then after that it is quite gross.
