The actual problem with human meat meal stacking with other is really boring.  :-\
If you add a human meat meal into other  6 pototoes meals, the 7 meals will transform into "meals : pototoes, human meat " a mix that give the mood debuff to all meals.

So we could have a new bill for cannibal meal, and remove the human meat from list of other meals.
I could have a new icon and won't stack anymore with the rest.
And why not the same for insect meat.

Placing a human meal on top of regural ones does not change the other meals.
The issue is that only the top one is accessible, this causes the problem that the game thinks that there are no meals and your cook doesn't make new ones once "make to x" is reached.
This is also true the other way around if you have human meal but normal meals got placed on top, to bad for your canibal no juicy red steak.

Solution is simple make different meals for canibals so they dont stack.
May i suggest pemmican. This cooking method is invented by tribal people who have perfected the art of cooking people. It holds for a long time so it won't spoil before your next shipment arrives, it require vegetables so you can make more delicous meals and it comes in a big pile, perfect to take a single bite when you are running low or want a mood boost. In theorie your appetite can be satisfied for 18 day by a single piece of human meat.

It doesn't work like you said, i have tested many time, meals are stacked and mixed .

I don't like your idea of pemmican, because real cannibals would eat simple human meat grilled or in a stew, but not cook with vegetables.
I prefer 100% meat meal.

A human meat meal as a separate item would make sense.  Even if they are made with the same bill.  It would automatically be the lowest eating priority for anyone not a cannibal.  And only if they are already starving, or really starving.  Maybe people only eat it if they have a mental break while starving.

Don't cannibals prefer raw? I seem to remember it gives a +20 buff.

It's true that Cannibals prefer their food raw and it gives a +20 boost when compared against the +15 for meal based cannibalism, but it's important to remember that the nutritional value of meals is higher than that of raw food, so colonists must eat quite a bit more of any raw food to satiate their hunger.

Because meat is not a renewable resource in the same way that vegetables are, the only way to get the most out of your meat is to reserve them exclusively for fine meals. Since fine meals require an animal product and simple meals don't, it's almost pointless to waste your animal products on simple meals because you have to use twice as much and you're really just wasting a valuable resource. This is even more important for human meat which is even less readily available without huge consequences to colony mood and global faction goodwill. (Thraxon's 100% human meat simple meal is hugely wasteful)

I've found the best solution for the current lack of cannibal specific meal is to set up a separate Fine Meal bill for Cannibal use, set it to "do this many times" instead of "do until you have X" and instruct colonists to drop those meals directly on the floor, then I set the meals so colonists won't interact with them (select the meal and press F)

After that, whenever my cannibal is hungry I try to manually instruct them to eat the designated cannibal meal. It's pretty tedious, so hopefully a better solution presents itself one day.

It depends, you get Raw Canniballism + 20 but -7 for raw food or something whereas a simple cooked meals is cooked canniballism + 15,

the total stands as +15 > +13 unless your cannibal is also ascetic, maybe(i think).
