Make items in dump area don't count against bill limits

At the moment a dump area is not different from a stockpile one; they only differs in default enabled items.
Making items in dump area being ignored against bill limits would make possible to better control what these limits are against.

For example: you want to keep 200 stone blocks of any types but marble --> put marble blocks in a dump area and they will not be count in "do until you have" recipes.
Right now you have no way (in vanilla) to obtain this - you can set to only transform a single chunk type to blocks, but if you already have blocks of other stones they will be counted in limits

Same thing for dresses/apparel: if you want to be sure you always have 1 extra t-shirt, ignoring tattered one, make a dump area keeping tattered items and set bill to "do until you have 1" recipe: this way tattered items would be ignored.
right now even a 1% apparel counts against that limit, making tailoring in order to keep a reserve a bit of micro, most of the times.

Generally a good idea. For the Stone cutting I suggest Itchy Fleas Stonecutting Tweak.

Temporary solution for clothing: Burn all apparel with hp < 50%. Or stock more and sell them. You can turn even Alpaca wool into an increased profit if your crafter has decent stats.
