[A16.1393] "Administer luciferium" even if it is not in stockpile

Even if I own none, health operation tab allows to select "administer luciferium".
with "dev mode" on, I found that it happens when luciferium is present on map, even if in an unexplored area, and even if not in your stockpile zones
